Recreational cannabis remains illegal in Finland. Medical cannabinoid products can be supplied through regulated prescription routes, and industrial hemp can be cultivated under agricultural rules. Neither exception makes ordinary cannabis possession lawful, and the hemp THC threshold is not a general permission to sell CBD foods or supplements.

Is Recreational Cannabis Legal in Finland?

No. Unauthorized use, possession, cultivation for drug production, importation and sale can constitute drug offenses. There is no recreational dispensary system or personal home-growing allowance. Medical prescribing and legitimate industrial cultivation operate within separate legal conditions.

What Are the Penalties for Cannabis?

The Finnish Police’s drug-offense guidance distinguishes three principal penalty ranges:

  • Drug-use offense: a fine or up to six months in prison. This covers unlawful use and small quantities held or sought for personal use.
  • Drug offense: a fine or up to two years in prison.
  • Aggravated drug offense: one to ten years in prison.

Aggravation involves statutory factors, such as a large quantity or substantial financial gain, and an assessment that the offense is aggravated overall. A headline quantity alone should not be presented as determining every sentence.

Chapter 50’s waiver provision allows prosecution or punishment to be waived where the offense is minor overall, taking account of quantity, substance, use situation and other circumstances. It also allows a waiver where the person has sought Ministry-approved treatment. These are case-specific provisions, not automatic immunity for agreeing to treatment.

Police records and the national criminal register are different. Police can record a drug incident, but an ordinary standalone fine does not normally create an entry in the criminal register. It would be misleading either to promise that a fine leaves no official record or to imply that every fine produces the same criminal-record entry as imprisonment.

Is Cannabis Decriminalised in Finland?

No. A fine for personal use is still a criminal-law response. On February 18, 2026, Parliament rejected the citizens’ initiative seeking cannabis legalisation, regulation and taxation by 145 votes to 18, as reported by Yle. An earlier decriminalisation initiative had been rejected by the Legal Affairs Committee in April 2022.

Those decisions describe the reform history. They do not establish that future change is impossible, but neither initiative created a legal right to possess, grow or purchase recreational cannabis.

Is Medical Cannabis Legal in Finland?

Yes, through specific medicines and prescribing arrangements. “Medical cannabis” should not be understood as an open-ended authorization to buy any cannabis product.

Sativex, a THC/CBD mouth spray, is authorized for symptom relief in adults with moderate-to-severe multiple-sclerosis spasticity who have not responded adequately to other antispasticity treatment and demonstrate a clinically significant response during an initial trial. Treatment is initiated and supervised by an appropriately experienced specialist.

Epidyolex, a prescription cannabidiol medicine, is also authorized throughout the EU. It treats seizures associated with Lennox-Gastaut or Dravet syndrome alongside clobazam, and tuberous sclerosis complex alongside other epilepsy treatment, in patients aged two and over. It is distinct from retail CBD oils.

For a medicine without Finnish marketing authorization, Fimea’s special-permit system allows exceptional access when other treatment is inappropriate or does not produce the desired effect. A permit may last up to one year following an individual assessment. The supplying pharmacy or other authorized party applies; the permit is not a blanket endorsement of the product’s therapeutic value, and the physician remains responsible for the patient’s benefit-risk assessment.

Are Cannabis Medicines Reimbursed?

Authorization, prescribing, availability and reimbursement are separate questions. Kela’s reimbursement criteria for cannabidiol cover specified epilepsy conditions when the clinical and documentation requirements are met. They require a specialist-unit medical statement and inadequate seizure control with standard treatment; continuation depends on documented treatment response.

Patients should check the exact medicine and reimbursement entitlement with their pharmacy and Kela. A prescription or Fimea special permit alone does not guarantee reimbursement for a cannabis product.

Is CBD Legal in Finland?

There is no simple “CBD below 0.3% THC is legal” rule. The Finnish Food Authority states that CBD and cannabinoid extracts may not be marketed as foods or food supplements without novel-food authorization. This includes extracts diluted in hemp-seed oil and foods to which extracts have been added. Its guidance states that no such CBD or cannabinoid novel-food authorization has yet been granted.

CBD also appears on Finland’s list of medicinal substances. A product’s medicinal classification depends on the applicable medicines law and its characteristics, rather than simply its THC percentage. The Turku Court of Appeal’s 2024 CBD-import decision illustrates why a purchaser cannot assume that a product falls outside medicine-import rules merely because no separate classification decision has been located for it.

Cosmetics and other product categories require their own assessment. A food restriction should not be converted into a blanket claim about every possible CBD product, and an online seller’s description is not proof of Finnish compliance.

Is Hemp Legal in Finland?

Yes. The Food Authority’s agricultural guidance identifies a 0.3% THC ceiling for approved agricultural hemp, meaning field production of fiber or seed for food or comparable uses. Seed sold for sowing must be certified and the variety listed. Farmers seeking agricultural support must also meet the relevant support conditions.

Hemp-seed foods have their own contaminant limits: the Food Authority specifies 3 mg/kg THC for hemp seeds and specified seed-derived products, and 7.5 mg/kg for hemp-seed oil. These food limits are different from the crop’s 0.3% threshold. Agricultural compliance does not exempt cannabinoid extracts or other plant parts from drug, medicine and food rules.

Can You Travel to Finland With Medical Cannabis?

A legitimately prescribed medicinal product may be carried only within the applicable personal-import rules. Fimea’s guidance for medicines classified as narcotics specifies:

  • Up to a 30-day supply from a Schengen country, with a Schengen certificate.
  • Up to a 14-day supply from outside the Schengen area.
  • No receipt of narcotic medicines by post.

Fimea expressly warns that a Schengen certificate does not give a Finnish resident the right to bring narcotic medicines purchased abroad into Finland. Travelers must also establish lawful purchase and personal medical need. The quantity limits are not permission to bring recreational cannabis or an otherwise unauthorized product. Confirm the exact medicine and circumstances with Fimea or Finnish Customs before travel.
