Most Youth See Cannabis Smoking and Vaping as Equally Harmful

As cannabis legalization expands across North America and new products continue to enter the market, public education has increasingly focused on reducing potential harms. However, many health messages still treat cannabis consumption as though every method of use carries the same risks. However, this simplified approach may not be helping young people understand the important differences between smoking and vaping cannabis.
A 2026 international study1 published in Addictive Behaviors found that relatively few young people believe smoking cannabis is more harmful than vaping it. The findings suggest cannabis education could benefit from providing more detailed guidance that distinguishes the unique risks associated with each route of administration rather than presenting them as interchangeable. Why Route of Use Matters for Cannabis
The way cannabis enters the body influences the types of health risks consumers may encounter. While both smoking and vaping rapidly deliver cannabinoids through the lungs, the process differs significantly.
Smoking cannabis involves combustion, which creates smoke containing tar, fine particles, carbon monoxide, and other chemicals commonly produced whenever plant material burns. Repeated exposure to smoke has been associated with respiratory irritation, chronic cough, and other lung-related symptoms.
Cannabis vaping, on the other hand, heats cannabis products without traditional combustion. This may reduce exposure to some combustion-related chemicals, but it introduces different considerations. The health profile of vaping depends heavily on the product itself, including THC concentration, formulation, manufacturing quality, and whether the product comes from a regulated source.
High-potency THC cartridges, poorly manufactured devices, and illicit-market products may contain contaminants or additives that increase health risks. Dry-herb vaporizers, which heat cannabis flower instead of concentrated oils, also differ from THC vape cartridges and should not automatically be considered the same product category. Understanding these distinctions is an important part of making informed decisions about cannabis use.
What the Study Found
Researchers analyzed responses from more than 46,000 participants aged 16 to 29 across England, Canada, and the United States, using data collected between 2022 and 2024. One of the study’s most notable findings was that only a small proportion of participants believed smoking cannabis every day was more harmful than vaping cannabis every day.
Researchers also identified several factors associated with these beliefs. Youth in England were more likely than those in Canada or the United States to view smoking as more harmful than vaping.

Among adolescents, moderate-to-high mental health symptoms were also linked with a greater likelihood of viewing smoking as the riskier option.
Cannabis and nicotine use history also appeared to influence youth perceptions. Young people who currently smoked or vaped nicotine, or who had previously used cannabis, were more likely to perceive smoking as more harmful than vaping compared with those who had never used cannabis. Interestingly, these differences largely disappeared among young adults. Mental health status and cannabis or nicotine use history did not significantly influence harm perceptions in the older age group.
Overall, the researchers concluded that perceptions of cannabis-related harm vary according to geographic location and certain individual characteristics, highlighting opportunities for more targeted public health communication.
Smoking and Vaping Cannabis Have Different Risks
The study does not suggest that vaping cannabis is harmless or that smoking is always the more dangerous choice. Instead, it highlights that the two methods present different types of risks. Smoking primarily raises concerns about repeated exposure to smoke and combustion by-products that may affect respiratory health over time. While vaping introduces a separate set of concerns. Cannabis concentrates often contain much higher THC levels than dried flower, which may increase the likelihood of intoxication, unpleasant psychological effects, or accidental overconsumption. Product quality also becomes especially important because contaminants, residual solvents, or unauthorized additives have been identified in some illicit or unregulated vape products.
The type of vaping device matters as well. Dry-herb vaporizers heat cannabis flower without burning it, while vape cartridges typically use concentrated cannabis extracts. These products differ in composition and potential exposure, so they should not be automatically grouped together when discussing health risks. Recognizing these differences can help consumers better understand what specific risks may apply to the products they choose.
Better Cannabis Education Is Needed
The findings suggest that many young people may not receive enough information about how different cannabis products affect health. Public messaging often emphasizes that smoking and vaping are simply alternative ways of consuming cannabis without clearly explaining how their risk profiles differ. As the cannabis marketplace expands to include concentrates, disposable vape devices, live resin cartridges, dry-herb vaporizers, and other products, education efforts may need to become more nuanced.
Rather than relying on broad statements that one consumption method is safer than another, educational campaigns could explain why combustion affects the lungs differently, how THC potency varies between products, why regulated manufacturing standards matter, and how product quality can influence safety. Providing balanced, evidence-based information allows individuals to better understand both the known risks and the remaining scientific uncertainties.
Cannabis Harm Reduction Requires Precision
Effective harm reduction depends on accurate information rather than oversimplified comparisons. While avoiding smoke may reduce exposure to combustion-related chemicals, vaping does not eliminate potential health concerns. Likewise, not all vaping products carry identical risks, and not all smoked cannabis products are used in the same way or frequency.
As cannabis research continues to evolve, public health recommendations will likely become more specific about individual products, concentrations, and patterns of use instead of treating every form of cannabis consumption as equivalent. Helping young people understand these distinctions can support more informed decisions while encouraging conversations grounded in current scientific evidence rather than assumptions.
Looking Ahead
The researchers conclude that perceptions about cannabis smoking and vaping differ across countries and among certain groups of young people, suggesting that one-size-fits-all educational campaigns may be missing important opportunities.
As cannabis products become increasingly diverse, future health messaging may be most effective when it clearly separates the risks associated with combustion, high-potency THC concentrates, product quality, contaminants, and different vaping technologies. Understanding that smoking and vaping carry different health considerations could improve cannabis education and strengthen harm-reduction strategies for the next generation of cannabis consumers.
