Yes, Rwanda legalized cannabis for medical use back in 2021. The recreational use of cannabis remains illegal. Cannabis has a limited history of traditional use in Rwanda compared to some other African countries. Despite the legal prohibition of recreational weed, an illicit market for cannabis exists in Rwanda. The illegal cultivation, distribution, and consumption of cannabis continue to take place. The illicit market poses challenges to law enforcement efforts and control measures.

In 2021, the government of Rwanda began to issue licenses for the commercial cultivation of cannabis for the export market. The government has set aside 134 hectares of land for cannabis cultivation. It has also put strict measures in place to ensure that this cannabis does not find its way to the legal market.

Growing cannabis for personal or recreational use is illegal in Rwanda. The cultivation of cannabis is strictly prohibited, and individuals found engaging in such activities may face legal consequences.
