Panama Receives First Commercial CBD Inhaler Shipment From MediPharm Labs

MediPharm Labs Corp. (LABS.TO ) announced on October 13, 2026, that it has completed its first commercial shipment of CBD metered-dose inhalers to Adeiwa Pharma, marking the Toronto-based pharmaceutical company’s entry into Panama’s medical cannabis market.
The shipment represents MediPharm’s first sale into the country and extends an international footprint that, according to the company, spans shipments to more than 10 countries and regions, including Germany, the United Kingdom, France, Australia, New Zealand, Brazil and the United States.
MediPharm said Adeiwa Pharma will distribute the product to patients in Panama, using its distribution and clinic relationships to support patient access, with the products expected to reach patients in October 2026.
“We are pleased to announce MediPharm’s first commercial sale into Panama and another important expansion of our international medical business,” said Greg Hunter, Interim Chief Executive Officer and Chief Financial Officer of MediPharm Labs. Hunter added that each new market builds on the regulatory credentials and pharmaceutical manufacturing capabilities the company has established over many years, and that MediPharm looks forward to working with Adeiwa Pharma to bring the CBD metered-dose inhaler to patients in Panama.
The Inhaler and Its Import Authorization
According to MediPharm, the CBD metered-dose inhaler is manufactured using pharmaceutical-grade cannabidiol active pharmaceutical ingredient and is a smoke-free cannabinoid delivery system designed to deliver a precise, repeatable dose through a familiar pharmaceutical device.
MediPharm stated that, under Panama’s medical cannabis framework established by Law 242 of 2021 and its implementing regulations, the National Directorate of Pharmacy and Drugs has authorized the importation of the CBD metered-dose inhaler under an exception to sanitary registration, allowing the product to be supplied through authorized private pharmacies.
The official normativas index maintained by Panama’s Ministry of Health identifies Law 242 of October 13, 2021, as the statute regulating the medicinal and therapeutic use of cannabis and its derivatives. The index lists Executive Decree No. 6 of April 4, 2025, as the implementing regulation of Law 242, marks an earlier implementing decree, Executive Decree No. 121 of September 1, 2022, as repealed, and records Executive Decree No. 148 of December 29, 2022, which designated the members of the Technical Council of Medicinal Cannabis.
Distributor Network and Patient Access
On its official Farma Vitaly product site, Adeiwa Pharma states that its products are backed by the pharmaceutical company and are available through authorized pharmacies and health centers, with lines covering CBD, THC and veterinary CBD products.
The site describes a three-step process for patient access in Panama. A treating physician must first determine that a patient requires medical cannabis, and that physician must be recognized by the Public Health Technical Council of the Ministry of Health as a médico idóneo. The patient then registers in SIUCMAA, the government’s identification system for medical cannabis users and authorized companions, which is available through the ministry’s website. Once the form and the medical certification are verified, the patient obtains a user card through PNEUCAM, the document that enables purchases at authorized pharmacies.
The mandatory content of the medical certification includes the pharmaceutical form, and inhalador oral, or oral inhaler, appears among the listed forms alongside oils, gel capsules, tablets, creams, processed flower, transdermal patches, suppositories and oral tinctures.
Adeiwa also lists alliances with clinics and medical services that include Clinilab, which operates locations at Calle 50, Santa María, El Dorado, Vía Israel and Penonomé, and SEMM, a network of physicians that also provides care to bedridden patients.
In its release, MediPharm cited one independent market estimate, from Grand View Research, projecting that the Latin American medical cannabis market will reach approximately US$581.5 million by 2030, compared with US$78.1 million in 2023, a projected compound annual growth rate of 33.2% from 2024 to 2030. The company noted the figures are regional estimates and are not specific to Panama. MediPharm stated that it continues to evaluate opportunities to introduce innovative cannabinoid dosage formats into regulated international markets where its GMP credentials and pharmaceutical manufacturing capabilities support market access.
Founded in 2015, MediPharm Labs specializes in the development and manufacture of purified, pharmaceutical-quality cannabis concentrates, active pharmaceutical ingredients and advanced derivative products, using a Good Manufacturing Practices certified facility with ISO standard-built clean rooms. In 2021, the company received a Pharmaceutical Drug Establishment Licence from Health Canada, becoming, according to the company, the only company in North America to hold a commercial-scale domestic GMP licence for the extraction of multiple natural cannabinoids. That licence was the first step in the company’s current foreign drug manufacturing site registration with the U.S. Food and Drug Administration. MediPharm also holds EU-GMP certification, ANVISA GMP certification from Brazil and TGA compliance in Australia.
In 2023, MediPharm acquired VIVO Cannabis Inc., a transaction that expanded the company’s reach to medical patients in Canada through the Canna Farms medical e-commerce platform and in Australia and Germany through Beacon Medical Pty. Ltd. and Beacon Medical GmbH. The acquisition also included Harvest Medical Clinics in Canada, which provides medical cannabis patients with physician consultations, education and prescriptions.
